Adds the docs/incidents.md entry for the repeated expired-preauth-key failure (a stale CI_EPHEMERAL_TAILSCALE_AUTHKEY line in .env overrode the freshly minted key), a 2026-10-08 CHANGELOG section, marks the gnupg entry as baked into the rebuilt image, and corrects the repo-token scopes comment to read:repository,read:user. The incident entry describes fixes that live in the tailscale (#21), deploy-services and expiry-alert PRs, so merge those first or together. -- Generated with Claude Code
