The security_level_vpn Page Rule was the second attempted fix for Headscale enrollment. It never affected Bot Fight Mode (docs/incidents.md) and does nothing for a DNS-only name (#88 makes vpn DNS-only in code, matching live). Remove the resource and the now-unused vpn_hostname variable.

scripts/plan-prod.sh plan on this branch: 'Plan: 0 to add, 2 to change, 1 to destroy' = the one Page Rule destroy plus the two vpn proxied updates that #88 removes. With #88 merged the plan has just the Page Rule destroy. The destroy is only applied when the promotion PR (#77) is merged; the rule has no effect on traffic either way (the name is not proxied).

Merge after #88 so the two changes are reviewed in order.
