With no app_repo input, SKIP_APP_CHECK=true returned before any web deploy, so the web node only got the pre-deploy validate-hardening run (8 s) and never playbooks/web.yml. Production always runs web.yml; staging now does too. Only the app deploy and smoke test stay skipped.
