fix(ci): give staging workflows throwaway node passwords so tofu never prompts ... 4818eb6475

root_pass/user_password have no defaults and used to arrive via the vault (BW_SESSION).
CI has no vault, so `tofu plan` (and destroy) waited on stdin and hung until the step deadline.
