Callers (app CI) no longer wait on this workflow: it shares one runner with the waiting job. Adds optional report_repo/report_sha/report_context inputs and a report job that posts the outcome as a commit status. Blank inputs leave behaviour unchanged, and nothing in it is app-specific.

The report job uses CI_FORGEJO_COMMENT_TOKEN, which needs write:repository on the reported repo to post statuses. Merge before the coaching-site change that depends on it.

ci(staging-validate): report the result back to the caller as a commit status

Callers dispatch this workflow and return instead of polling: the validate job
and a waiting caller job share one runner, so waiting starves the run. Optional
report_repo/report_sha/report_context inputs make a final job post the outcome
as a commit status on the caller's commit. Generic: no app-specific knowledge.
