A one-off profiling copy of ansible.cfg whose own header says to delete it after the Phase 2 measurement. It no longer sets vault_password_file, so the retirement checklist in secrets-management-sops.md is updated. The remaining Ansible Vault retirement (code branches, placeholders, secrets/backup) is left for #120.
