Replaces #57, which closed when its branch was deleted by mistake during cleanup (same commit, rebased on main). deSEC and OVH providers need non-empty credentials at plan time even when unused, and the Linode module reads ~/.ssh/id_ed25519.pub, which the ephemeral runner lacks. One sourced script supplies all throwaway values, including the node passwords. 🤖 Generated with Claude Code

CI has no vault, so plan failed at OVH/deSEC provider init and at the Linode module's
missing ~/.ssh public key. Shared scripts/lib/ci-staging-env.sh replaces the inline
password generation in both workflows.
