Run 109-class failures at tofu plan: deSEC and OVH providers need non-empty credentials at init even when unused, and the Linode module reads ~/.ssh/id_ed25519.pub which the ephemeral runner lacks. CI has no vault, so plan failed at OVH/deSEC provider init and at the Linode module's
missing ~/.ssh public key. Shared scripts/lib/ci-staging-env.sh replaces the inline
password generation in both workflows.
