Remove three unused methods/parameter identified by static analysis:
- canRequeue(): never integrated into scheduling flow
- runMetricsClient clientID param: accepted but never used
- getUsageLocked(): callers inline the logic
Fixes IDE warnings about unused code per AGENTS.md cleanup discipline.
