ansible.cfg's 'inventory = inventory/' merged the generated staging/DR files into services_hosts/web_hosts for every call without -i (repeat of the 2026-09-23 incident; only ./setup had been fixed). Point it at inventory/hosts.yml; staging and DR already pass -i. Hint text now uses --limit services. Verified: ansible-inventory --graph shows only web/services, explicit -i inventory/staging.yml still resolves, syntax-check on services.yml/web.yml, ansible-lint roles playbooks passes.

Plan: L1 of the loose-ends track. Does not touch scripts/deploy-services.sh (see #80).
