Staging's --skip-tags ci_ephemeral_provisioner,ci_ephemeral_wakeup (#74) also skipped the services pre-task that loads secrets/vault.yml, because that task carried those tags. Run 358 then failed at lldap with an empty LLDAP_ADMIN_PASSWORD. Tag the load task always.
