The base run failed at Install UFW: unattended-upgrades held the lock past the 120s lock_timeout on a fresh VM. Matches the other playbooks. Needs a provisioner role redeploy to reach services (it runs the playbook from its own checkout). 🤖 Generated with Claude Code

fix(ci): wait up to 300s for the dpkg lock on ephemeral runner VMs ... 7277a0f7ab

A fresh VM's unattended-upgrades held the lock past the 120s timeout and failed
"Install UFW" in the base run (cycle 1791736325); matches web/services/hardening.
