Adds concurrency (group per workflow + PR ref, cancel-in-progress: true) to lint.yml and secret-scan.yml. Lint is already path-filtered, so docs-only PRs skip it. staging-validate keeps its own non-cancelling group (callers correlate runs by dispatch).
