manage health check --service X --host services built the remote command with X positional; the remote parser ignores it, so every service was checked. Now forwards --service X.
manage check health (reversed words) now suggests manage health check --host services.
Tests added to test-health-service-state.sh.

Note: without --host, the check runs on the local machine (no Docker on the Mac), so everything reads as down. The remote side only knows Prometheus/Alertmanager once the manage_cli role is deployed to services (--tags manage_cli --limit services).
