Vault change from rotating wave3 on 2026-10-15 (opened by scripts/secrets/vault-pr.py). Encrypted file only; no values appear here.

Keys rotated (names only): TF_VAR_root_pass, TF_VAR_user_password

Manifest: rotated_at: 2026-10-15 for TF_VAR_root_pass, TF_VAR_user_password.

Not deployed. Merging changes no running service and starts no staging run. After merging: ./infra approve (it opens the promotion PR for a vault-only change), git pull, then deploy as the rotation output says (secrets shared by two services go out together).
