vault-pr.py rejected TF_VAR_root_pass (--key had to be UPPER_SNAKE_CASE), but the vault has TF_VAR_* keys with lowercase. Keys now match [A-Za-z0-9_]+, the same pattern the manifest parser uses. Two test cases added.
