Vault change from rotating lldap on 2026-10-15 (opened by scripts/secrets/vault-pr.py). Encrypted file only; no values appear here.

Keys rotated (names only): LLDAP_ADMIN_PASSWORD, LLDAP_JWT_SECRET

Manifest: rotated_at: 2026-10-15 for LLDAP_ADMIN_PASSWORD, LLDAP_JWT_SECRET.

Not deployed. Merging changes no running service and starts no staging run. After merging: ./infra approve (it opens the promotion PR for a vault-only change), git pull, then deploy as the rotation output says (secrets shared by two services go out together).
