Adds the new vault key ALERTMANAGER_NTFY_TOPIC (encrypted; the value appears nowhere) that #128's phone push reads. Only that one key differs from main (checked by key name). Does not deploy anything and touches no staged path, so no staging run starts.

After merging: git restore secrets/vault.sops.yml (your local copy is backed up at ~/.local/state/infra/vault.sops.yml.local-ntfy-2026-10-13), git pull, then ./infra deploy --tags alertmanager,prometheus --limit services and send a test alert.
