Delete branch "jfraeys/fix/skip-only-if-restaged"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
#110 marked a push run stale whenever the branch head moved. Live 2026-10-13: #113 (a manual-trigger workflow, no staged path) merged right after #111; the run for #111 skipped in 5 s as superseded, #113 started no run, so main had no real staging validation and promote did not run.
Now a run is skipped only if the diff from its commit to the branch head touches PROMOTION_STAGED_RE (the same regex the promotion gate uses, kept in sync with this file's paths: by test-promotion.sh). Otherwise it logs [RUN] and validates. Checked on a throwaway repo (A staged, B staged, C docs-only: A skips, B runs) and test-promotion.sh. Merging this touches the workflow file, so it starts the staging run main is missing.
